Default Excel 2007 Macro and VB Buttons

How do I enable the VB and Macro buttons in the Excel 2007 Ribbon. I've
followed all the instructions to display the developer tab and enable
security/trust settings.

Am I missing something? The only two buttons that are not grayed-out are
"Use Relative References" and "Macro Security".


I would appreciate any advice.
