Default Using Speach

I am using application.speach.speak on a spreadsheet that will be run on a
variety of machines, including some laptops that may run older operating
systems. I have two questions.

1. I would like to know how to change the default voice (in code - I know it
can be done in ctrl panel), to ensure a reasonably standard experience on
all the machines. Is there a way to do it?

2. Also, what operating systems will it work with and what would happen if
speech features are not installed?

I appreciate any help on this matter.
