Default Why does excel sometimes not ask to enable macros (medium security

Hi,
I created an excel workbook with some very simple macros that is intended
for everyone in my department (all around the world) to share.
When this workbook is opened from within excel there is no problem - we
always get the enable macros questions. But when someone opens the workbook
using the explorer from a shared drive they don't get asked if they want to
enable macros, it automatically disables the macro, as if a high secruitiy
setting is being used (when in fact the user has it set to medium).
When the user tries to open the same file with explorer from their desktop
or email there is no problem - they get asked if they want to enable or
disable macros.
Does anyone know why there would be an issue opening from explorer via a
shared drive? Would it be down to security levels set by the organisation
for the shared drive?
