Default Custom menu groups don't appear on ribbonX when no workbook is ope

Hi,

I have added my developed excel add-in that creates and adds a custom tab
and its menus in the office fluent ribbonx. I have written the relevant xml
code in my add-in file as well by using office 2007 custom ui editor. Excel
2007 shows the custom menus under my custom tab in the ribbonx only when a
workbook is opened. The menus don't appear when there is no opened workbook.
When I click my custom tab, Excel 2007 just shows menu groups of home tab,
persistently. I hope, I have clarified my issue. I would be obliged, if
anyone can help me in this regard.
