Default change the format of a cell message appear "Too Many Cell Format"

i have a work book comprising many sheets in it. The total size of that sheet
is almost 11 MB. In all the sheets there are too many formats. some times
when i changed the format of a cell in any of these sheet, the message appear
" Too many Cell Format". is this a virus or any programming limitation in
excel means is there any limit of cell format we can use in a particular
sheet?
