Default Excel 2003 ODBC driver without support for XML files?

Can anyone confirm that the Excel 2003 ODBC driver does not support Excel
files when saved in the Excel 2003 XML file format? Or looking at a
connection string:

Provider=Microsoft.Jet.OLEDB.4.0;Data Source=C:\Test.xml;Extended
Properties=Excel 8.0;

This does not work although the very same file in the XLS format does
work? If that is true is there any recommended workaround (which is
probably another ODBC driver)?
