Default Linking to cells on a spreadsheet with controlled access

We use an Excel spreadsheet here on our network that has controlled access
(only certain people have access to the directory where it is stored). I am
in charge of a daily meeting where we review data from this spreadsheet.
Several different people will need to access the data on this spreadsheet,
but do not have permissions to access the directory where it is stored.
Rather than go through the IT nightmare of gaining proper permissions for
several new people to have access to the directory where this spreadsheet is
stored, I thought that I would create a spreadsheet that links to the data we
will need to see in my daily meeting. I would store this spreadsheet in a
directory where everyone in my meeting would have access to it. My question
is this: can someone who does not have permissions to access the directory
where the original spreadsheet is stored, open the new "linked" spreadsheet
and be able to update the links?
