Default Finding a value in a table based on two drop menu inputs

Hi Everyone,

I am trying to write a formula that will find a value from a table based on
two drop down menu inputs. For instance, i have a table with rates. On
another sheet I have the Origin (input1) and Destination (input2). Based on
input 1 and input 2, I am trying to find the correct rate in the table on
another sheet.

FYI...the table has already been set up in matrix form with Origin States
Vertically and Destination States Horizontally and then the rates as the
actual data in this matrix.
