Default Scroll bars in a user form

I've set the scroll bars properties in the user form so that both the
vertical and the horizontal bars are visible, but when I open the form, the
slider is not at the top of the scroll bar, so there is no way to scroll down
to view the portion of the form that is below the screen. Suggestions?
