Default Obtain Cell Formatting in Cell Referencing?

When you reference a cells contents in another cell is there anyway to also
bring over such things as the background colors, bold, font, etc?

Not with formulae, which can only return values to their calling cells.
You can replace the formula with an event macro that can format the cell
if you wish.
