Default 2003:Lost VB Tips in Code Pane

So, I had to have my work PC reinstalled. Before when I was the code editor
it provided suggestions in a dropdown that would refine as I typed. Now
nothing happens, it's just text with no hints about the function format or
the drop. I've gone back to the install and it added VB help but it's still
not working. There doesn't seem to be anything in the VB Tools Options
area -- most everything is checked.

What's wrong, where did my coding tools help go?!
