Default Disabling the refresh of a pivot table

Hi,

I'm trying to programatically disable the refresh of a specific pivot table,
which is connected to a local cube.
In Excel 2003 I disabled the "refresh data" and "refresh all" buttons.

1. Is it possible to disable the Refresh and Refresh All buttons in Excel
2007? I understand that some or all Ribbon UI buttons can't be disabled.

2. Is there any other way to prevent it, say overriding the Refresh action
of the pivot table?
