Default I am trying to create a sheet with doubled drop-down lists?

I am trying to create an excel 2003 sheet with doubled drop-down lists. I
inherited a sheet that does this, so I know it is possible, but every time I
try to figure out how, it just says "this section contains more then one kind
of data-validation" and I cannot get beyond the error message. The lists seem
to function so that the drop down on the left allows the user to pick a
category, and once a selection is chosen from that list the drop down on the
right is activated, allowing the user to then select specifics, like a normal
drop-down list. I can send a copy of this original sheet if someone needs an
example. - I am just wondering how to create one of my own.
