Default my compile code option is grayed out in excell 2003

I have four excell spreadsheets/workbooks suddenly in one of them the compile
code option is grayed out . Help!!!

Default my compile code option is grayed out in excell 2003

I get that if the workbook doesn't need to be compiled (such as right after I
compile it).
