Default conditional concatenation

I need some help. What i am trying to do is create a formula in which a can
take data that is entered somewhere on a table and return specific values.
for example

8 10 12 14

2X4 SPF 1470

WES

SYP 2090 1400

2X6 SPF

WES 100

SYP

what i need the formula to do is to look through the table which has lengths
across the top. find where a value has been entered, for example the 1470,
and return a value of 2X4X10 SPF. so i am trying to conatenate the 2X4, the
10 and the spf. so my result from this table would equal in order.

2X4X10 SPF

2X4X8 SYP

2X4X14 SYP

2X6X12 WES.
