Default Capture All Excel Actions

Hi is it possible to capture all user action within Excel, I have a file that
updates a database but falls over is a user is in a file that uses the
database. I am going to put a flag in a ini file and have all files using the
database check the ini and then give the user a message to close the workbook.
any help will be much appreciated.
