Default Precision of Points

When placing a drawing object on a worksheet, accuracy appears to be within
the nearest .25 points. Is there a way of changing the precision or is .25
points as good as it gets?

I would not use Excel if you need precise placement control on an absolute
ruler.
Placing objects to the .Left and/or .Top of a cell works well though.

If you need precise drawing ability, use a drawing app, Illustartor for
example.
If you need to use Excel, don't expect perfect placement.
