Not sure what you mean by a flyover, but you can insert a comment in a cell
by right-clicking and choosing "insert comment." There you can enter
information about the cell.

If not a comment, do you mean one of those little yellow boxes?

If so, that is under the Data menu, then validation (relevant to a
cell), you choose a title name, then insert a message.
