Default Workbook challenge


Hello,
I have one template workbook where i have three collumns.
In the first collumn, some raws are marged into 3 cells some are marjed
into 2 cells.
This three columns are freezed.
I also have second workbook where from i would like to copy data to the
first workbook, depending on first row values.
Problem is that number of rows with specific datas varies in the
workbook2.
How can i do such task?
I have to add rows and copy data.

Workbook exalples are shown in attachement.
