Default Save as web page formatting question

I am trying to figure out if there's a way to create a custom CSS
document to format the way Excel spreadsheets are saved. I would like
to apply the formatting I use on my Intranet site whenever the file is
saved so that I don't have to modify it each time. Any suggestions
would be greatly appreciated.
