Default Creating a Workable Space With UserForm

I dont know if this is possible, but I am trying to create a menu that
remains on the screen. The menu would be situated at the right of the screen
(exactly like Clipboard). This menu would remain on the screen, but also
allow users to use the workspace in worksheets. I have tried userforms, but
you must either close it or run a macro before you can use the workspace. Is
this possible? And if so, how can I do this? Any help will be greatly
appreciated!
