Default Excel user access rights


Hi all,

I want to set up access rights for particular users that open m
application. I found out that I can use IRM - Information Right
Management - BUT I do not have Windows Server 2003 installed.

So is there a way to set permissions of users as Read-Only an
Read/Write without using IRM?
