Excel 97 - Add-IN - On windows terminal server - Second user is locked

This happens only on Windows terminal server

We have a small add-in that we use in all of our spreadsheets
the first user/session to call it is fine, but all the othe
users/sessions
that call any spreadsheets using the same add-in, the add-in is lock
from that first user. We solve our problem by generating multiple
copy of the same add-in, but *_Is_there_a_better_way_to_do_this_like
a_Swith_in_Excel_that_will_let_the_add-in_to_be_share_accross_session_*?
