Default Protection and Formats

I've got some worksheets that are protected and I have some of the cells
formatted (borders, colors, etc.). In Excel, when you Clear-Formats in a
range of cells, the cells go back to Protection="Locked". Is this a Microsoft
standard, or can it be set to not Lock cells that were previously Unlocked?
