Default Restored XLS password protected file, but now corrupt?

I formatted a drive thinking I had everything off it, two days later I
realized that I left I file on it that I needed.

I used "GetDataBack for NTFS" to restore my XLS file called
"bills.xls". Now when I open it the only thing that is displayed is a
bunch of text that looks like a baby hit the keyboard a thousand times.
It doesn't even ask for the password.

Does anyone know what could have happened to the file?
