What is the logic to the design decision to make templates increment
each time it's opened?

Default Why do Template names increment ?

The template names don't increment. Workbooks generated from templates
have a number suffix that increments.

Workbooks cannot have the same name. So if you open two workbooks from
the same template, there needs to be something in the name to
distinguish them. Incrementing a trailing number is one way to do that.
