Default Excel Runtime Available?

We've developed a scripted reporting solution that uses the Excel COM object
for the reports creation. Now we've got a customer asking about using the
system to generate web based reports, which we think we can manage as well
by converting the application to a web service.

The kicker is that they don't want Excel to be available on the web server.
It will be located in remote offices, and they're afraid if it's on there,
someone is going to use it and screw something up.

I've googled and searched MSDN, but I can't find any mention of an Excel
Runtime license like the Access Runtime. Is there one?
