Default Cutom View

I have a view set up in my xls that I do not want altered. I only want
users to be able to see the file menu with the save and save as options
active, nothing else. I also would like to set the scroll view of the
spreadsheet so that the user can only see from A1 to Q96. I only want
this view for this spreadsheet and I want to be able to email this xls
to other user with these rules enforced.

How can I do this?
