Default Can the title of columns be stationary?

I have a work sheet with 255 rows and 12 columns. The users have to check
certain data from the work sheet by looking up some numbers in the certain
columns and rows. It is difficult to locate the correct column if the
information fall in the lower rows as the users have to scroll up to see the
title of column before x-checking the data on a row. Is there a macro or vba
to make the title of columns stay in the same location on the screen even
when we scroll down so that viewers have the titles in front of them at all
time?

click row 2 to select the entire row (assuming the title is in row 1)
click window menu and then freeze panes
