Default onMouseOver Highlight Rows

Is there a way to highlight rows if you mouse over them? Change the
color in the background onMouseOver and then change it back onMouseOut.
I can do it in DHTML, but I wasn't sure if it could be done or how to
begin in Excel 2000.

No, I don't think this is possible. There are no built-in mouse move events
that are exposed for a worksheet.
