Default how to set a workbook from a file name and path

How to set a workbook if the file name and path are given?

Like, I want to create/initialize a workbook for the file d:\temp.txt.

The file is not limited to .xls

Default how to set a workbook from a file name and path

I was asking a stupid question since other format file will not be a
workbook. Forget it please.
