Default Is folder accessible?

I am using Office 2003 on Windows XP.

Can someone please post example code that would determine if a user (when
they open a certain file - i.e. ON_OPEN event) has rights/permission to
access a certain folder? e.g. suppose the folder to be tested is:
U:\Files\Monthly\

I have code that determines if a folder exists, but how can you tell if any
particular user on a network has access?

Thanks much in advance.
