Default Send Email from Excel

Is there a way to have Excel automatically send an email to notify someone
when a certain condition applys in a cell? For example, I have a column that
says "Retest Date", could I have conditional formatting alert me that the
date has arrived and then send an email to another recipient to let them know
that they need to do a retest? Is there anywhere I can go to get some
information on this?
