Default Excel Menu Item for a PC with multiple users

I have a workbook, with a number of routines, that is in the xlstart folder.
These routines perform a number of functions and one of the routines places a
menu item on the menu bar which allows the user to acess the other routines.
The problem I'm running into is displaying the menu item on an XP machine
with mutiple users; the menu bar appears for the first user who invokes the
"add menu" routine, but does not appear for the other users. I get an error
when I try to run this routine for a second time as a different user.

Is there a way I can set up excel so the menu item is displayed for all
users on this machine, regardless of who runs the "add menu" routine?
