Default Using the ENTER key to move between form fields?

I have a VBA program that calls a user form and when I press enter it
executes the "OK" button logic. However, when this form calls an optional
second user form which is overlayed over the first, the enter key tabs
between form fields. The form properties as best I can determine are
identical.
