Default Repetative conditional formatting

I have created a budget and I want to use conditonal formatting for an 'if x
is greater than y, then x is red'. My dilema is in the fact that I have over
200 cells in which this would need to be applied. Is there any way to copy
that formula and apply it to each cell without individually formatting each
one?
