Default Label Scroll Bar Properties: Make Visible?

I have a label that populates with "user comments" from a spreadsheet.
My label is set to scrollbars: 2-frmScrollBarsVertical, but when I ru
my application, the scroll bar does not appear unless you click on th
label (therfore the end-user may not know they could click and scrol
down to see more comments).

IS THERE A WAY TO MAKE THE SCROLL BAR OF A LABEL VISABLE AT ALL TIME
(IT CURRENTLY IS HIDDEN)
