Default Why can I change display value in locked ActiveX combobox?

I'm using an ActiveX combobox on a protected worksheet in Excel XP, and set
the Locked property to True. When I try to change the value, I get a message
saying that the cell is protected, as I would expect. The linked cell value
does not change, but the display value in the combobox does. This appears to
be a bug, but maybe I'm misunderstanding something. Any explanation?
