Default Flag Earliest Dup

Hi. I'm trying to flag duplicates in my data. My data is a download from a
web form, so I have captured the "submit time" from the web.

My data looks like this:
Jim Blue Mon Oct 4 13:15:27 EDT 2004
Jim Red Mon Oct 4 13:15:27 EDT 2004
Jim Orange Mon Oct 4 13:18:27 EDT 2004
Jim Green Mon Oct 4 13:18:27 EDT 2004
Bob Blue Mon Oct 4 13:15:27 EDT 2004
Bob Red Mon Oct 4 13:15:27 EDT 2004
Bob Orange Mon Oct 4 13:18:27 EDT 2004
Bob Red Mon Oct 4 13:18:27 EDT 2004
and so on.

Each individual may have more than one entry (with the same submittal time).
So for example, Jim submitted his form with 2 entries Red and Blue. He then
realized he screwed up, and resubmitted Orange and Green 3 minutes later. I
am trying to flag BOTH the earlier time submittals of Red and Blue and
highlight them. Can this be done? Thanks for helping!
