Default Locking Protection on a Spinner

I want to fully protect spinners" for everything except the ability to
"change the incremental change".
Everybody would be able to change the incremental change without a password
while the protection is locked on for the spinner with a password.

Is this possible?
If it is, how do I do it?

Thankyou
Ed
