Default Feet and Inches

I need to figure out how to create a custom number format
that will convert decimal numbers to feet and inches.
For Example:

12.375 = 12'-4 1/2"

#'-#\" works, but only for the format...or appearance.
I can't figure out what to do with the math...?
Any ideas?
