Default Protect Cell Formatting

Hello,

Is there a way to protect the format of a cell but still
allow inputs to that cell. I have an input sheet where I
have a border separating 2 years. If someone copies an
input across the entire row it will remove the border that
I have set up. Any help is much appreciated.

You could teach them to use paste special|values (or pastespecial|formulas).

Or you could reapply your formatting when they're done???
