When I edit a comment and move it's position on the worksheet, then hide the
comment, when I hover over the cell, the commnet reappears in the original
position. Sometimes, this can be hidded if the user shrinks the window to
the same size as the content area of the worksheet.

How can I
1. Place comment where I want it for the desired cell,
2. Make sure the comment is always visible when the user shrinks the screen.
