Default Reference to Office 11.0 Object Library

Hello. I built a few files (with some code in them) in Excel 2003. Many of
my users have Excel 2000. When we were testing this morning, they were
getting Reference to Office 11.0 Object Library.

Is the reference specific to the file, or specific to the machine? So can I
uncheck that reference on the file?
