Default Need xlodbc.xla in Excel 2003

I am trying to install an excel tool that connects via VBA to an access
database on a computer that runs Excel 2003.The tool's version is Excel 2000.

I get compile error: can't find project or library.
When I go to references I get xlodbc.xla missing.

Where can I get5 this file and how do I Install it? Microsoft offers it for
download only for the Excel 2002.
