Default Balk (record new macro) does not appear

When I use in Excel "record new macro", normally a Balk appears
In which you can stop the macro when you're finished.
This balk does not appear any more, so I have to click off Excel
and restart the workbook.

Can I restore that Balk to stop a macro?

FYI: The name for it is a toolbar. :-)

When recording a macro, right-click on View -- Toolbars -- "Stop
Recording". Do this only when recording, because it will not be visible
in the "View -- Toolbars"-menu if you are NOT recording.
