Default Can Excel Macro DoubleClick Icon?

is it possible for an Excel Macro to doubleclick an icon
{or shortcut} located on my Desktop?

When doubleclicked, the icon initiates a monarch process
which transfers information from a mainframe download
format to an excel spreadsheet.
