Default making generic graph with specific characteristics help!

Im in a deep hole and i need help with excel.

I want to create a generic graph on excell with no data. I dont have
the data to plot, what this graph will show is just a represetnation
of the data tha i want in order to obtain the wanted results. Ok so
let me explain what i mean by all of this. I want to be able to create
a graph by stating what standard deviation, mean, max, min etc i want
the graph to have. For example, say i want a graph with a minimum of 3
and a max of 70 with an average of 37, a standard deviation of 3 and a
skew towards 18. I want to be able to input those values i just stated
and have a program create a graph for me with made up data that fits
those characteristics. So in theory i would be going backwards,
instead of having the data and getting a program to tell me what the
standard deviation, average, max and min i would be having the program
give me data or random numbers to be able to fit certain characterics
i choose.

Could someone please help me out, im going insane trying to do this.
