Default Workbook-specific toolbar possible?

Hi,
I want to have a toolbar (just one button in fact) that
always appears on a specific workbook regardless of who
opens it (multiple non-simultaneous users on a network).
There are multiple sheets in the workbook and the button
needs to be available to run some code when viewing any of
them. Trying to get all the users to adopt and make
visible a new toolbar is not an option, unless I want to
spend the next 3 months explaining it repeatedly. Keyboard
shortcuts are not an option either.
Is there a way I can make a toolbar or button workbook-
specific like this? Or is there another way I can make the
button's macro easily available on all sheets without
putting a button on each individual sheet?
