Default Prevent non "validation" user entry

Info:
I have an Access database the outputs an Excel file. This
excel file contains a set of names (depending on what the
user selected within db) and coloured cells. The leader
uses these coloured cells (all of which are lists) to
evaluate their team.

Problem:
The leaders are returning sheets with info in (any given)
coloured cells that isn't part of the perticular list.
One way this is done is by typing in the info in another
cell and perfoming a 'copy/paste'.

Question:
How do I restrict input into the coloured cells that are
not part of the list?

Limitations:
The Excel file should be flexible enough so that new
members of the group can be added and evaluated.

I am currently using Excel 2000 with the possibility of
upgrading to 2002 or 2003.
